Germany is reviewing and potentially modernizing its civil protection system, with a focus on shelters, amid heightened geopolitical tensions and the war in Ukraine. Currently, about 599 bunkers remain in Germany, down from 2,000 during the Cold War. These shelters can only accommodate a small portion of the population, as many have been decommissioned or repurposed for other uses, such as housing or event spaces. In East Germany, many facilities are no longer functional or have deteriorated due to a lack of maintenance following reunification.
The Federal Office of Civil Protection is exploring ways to reactivate existing shelters and incorporate alternative structures like underground parking garages and train stations into the protection network. Plans also include public awareness campaigns and a smartphone app to help locate shelters. Experts suggest a broader approach to disaster preparedness, targeting a variety of scenarios beyond traditional bunker use.
